EC1 project is part of the Łódź center municipal development plan involving the construction of a New City Center in the vicinity of Łódź Fabryczna Railway Station and EC1 historical heat and power generating plant.
Among major tasks of the program there are:
- creation of available, safe, citizen and tourist attractive public spaces,
- revitalization of post-industrial and railway areas,
- creation of new investment spaces,
- strengthening the city's metropolitan functions,
- strengthening the city's cultural function,
- preservation of the essential elements of the urban structure (including the buildings of one hundred year old EC1 power and generating plant) giving the area its identity and reminding of its history.
The area covering 90 hectares, in which the NCC will be built, was divided into two zones with the first focusing on a cultural function and the second one on commercial undertakings.
The central spot in the first zone (the zone of culture) will be Katarzyna Kobro Market Place, where mass events such as concerts and shows will be held. New Jewish, German, Russian and Polish streets will come into being near the place. Thus the project authors wish to commemorate the four nations that created Łódź.
There are also plans for the 10th Muse spaces in the EC1 area. In 2009 the revitalization project of the EC1 East building will start with the plans for locating film studios (and David Lynch studio including), sound studios and other filmmaking projects there. Across the Katarzyna Kobro Market Place a Festival and Congress Center will be built to hold festivals and film reviews – both large commercial ones as well as small and niche type ones.
